Protocol, Visits and Events
The jobholder will act as liaison officer with various Chinese authorities including Customs, Traffic, and Police to facilitate Post requirements on import and export of goods, UK staff baggage, etc. He/ She will give advice on traffic and vehicle procedures, maintain vehicle insurance, and update the information of official vehicles on the MFA web. The jobholder will also be administering the issue of mobile phones and monitoring usage by staff and give general advice to staff on staff protocol issues. He/ She will also handle line management of the Customs Clerk and the HMA Driver.

Position responsibilities include:
  • Liaising with Customs Clearance and clearing agents to ensure all documentation to clear UK staff baggage (Heavy Baggage, UAF) and any other diplomatic baggage such as Dip bags is produced to the required standard on time. This also includes special importation such as pets.
  • Liaising with Traffic Authorities to ensure all official and private vehicles are properly registered on the MFA’s web and are insured and meet all legal requirements. Providing advice to UK staff regarding buy and selling vehicles and the requirements to meet Chinese traffic laws.
  • Liaising with Security Agencies/ Police regarding any incidents of an official nature involving embassy staff. Advising UK staff who may get involved in any way with the local authorities. Develop and maintain good relations with PSB and other authorities to ensure the embassy has good access to relevant officials.
  • Liaising with the HMA’s PA and HMA’s Driver regarding the HMA's daily programme, ensuring the driver is given an accurate and timely programme in Chinese. Ensuring any changes to the programme are relayed to the driver and the HMA's PA as quickly as possible. Acting as line manager of the driver.
  • Administering the embassy mobile phone policy, issuing phones to staff as instructed, and ensuring all staff sign mobile SOPs. Monitoring monthly bills and ensures staff takes responsibility for personal calls where applicable, and issuing of monthly invoices to staff.
  • Providing general Logistics and Protocol assistance as directed by the Corporate Services Manager, and to provide back-up to the Travel and MFA Protocol Officer as required.
Experience of dealing with Chinese authorities is required for this role, as well as a good understanding of customs clearance procedures.
An established network of contacts within the Chinese authorities will be an advantage. Ability to analyse and solve problems and barriers will also be helpful.
