Background:
The role of the Regional HR Hub is to provide key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers across the region and to provide a strategic and professional HR knowledge to support Regional Senior Leaders in delivery of business and objectives. The HR hub forms an integral part of the global HR offer to staff working in the overseas network for the UK Foreign and Commonwealth Office, and will lead on all region specific HR issues in collaboration with the London based HR Directorate. The role reports to the Regional Human Resources Hub Head for the North America region and will deliver through their HR hub team.
Main purpose of job:
Provide HR consultancy services and support to LE staff at all British Diplomatic Missions within the North America Region.
•  Collate and analyse data from within the region to develop a consistent and effective region-wide HR strategy. Streamline HR processes, standardising terms and conditions of employment, and implementing consistent performance management processes throughout the region.
• Support and monitor appraisal/review cycle with Line Managers/post leadership.
• Quality control of Performance Management & Appraisals, including making recommendations to Posts to improve quality and standards. May assist with validation.
• Engage with a wide network of external contacts to understand and keep current with workforce regulations and HR compliance policies and issues across the region. Provide HR guidance to posts on local labour law.
• Liaise with colleagues and legal advisers in diplomatic missions to ensure local staff policies and procedures are consistent with local labour law and practices and FCO policies. Update TACOs annually to ensure compliance with local law.
• Consult with all levels of Post Management concerning strategic and proactive implementation of various HR programmes to ensure compliance with ongoing initiatives such as Global People Principles, Good Line Manager Campaign and general country/province/state compliance.
• Provide guidance to line managers on Managing Poor Performance in conjunction with self service tools and templates.
• Provide guidance on highly complex situations in compliance with the established employee relations risk matrix and direct line managers to self service tools for all other employee relations issues.
• Manage HR-related administration and reporting including metrics, engagement etc.
• Assist Post Management with proactive, positive employee engagement to include staff development, motivation, and staff morale as related to staff survey feedback initiatives.
• Manage the HR enquiries relevant to area of expertise, ensure timely and accurate reporting.
• As necessary, provide high level guidance on content of programs Learning and Development Strategy for the US Network in partnership with RLDT and other resources to implement.
• Effective management of probation periods with Line Managers in applicable posts.
• May provide assistance to Post on restructuring and/or organizational change guidance

  • 3-5 years experience in a HR generalist/advisory role
  • Bachelor’s Degree (HR, Business or related studies)
  • SHRM-CP/PHR or equivalent certification obtained (or in progress)
  • Experience in any of the specialist fields in Human Resources (Performance Management, Staffing, Organisation Development or Employee Relations)
  • Excellent IT skills in MS Office

The salary for this position will be set at $52,624.00 annually. Salary will be confirmed upon offer of employment. Individuals who are not US taxpaying citizens will be paid a net salary based on a simulated US tax status.
Remote working may be available as long as technology equipment is available and the remote schedule ensures appropriate staff coverage of the Hub to ensure effective delivery of services.
