  • Main purpose   of job:
The Programme Manager will be responsible for developing, managing and reporting on Programmes and Strategies for Conflict Prevention and Stabilisation in support of the UK’s   strategic objectives for a stable and more prosperous Sudan and South Sudan. The successful candidate will be part of a regional   network of Programme Managers, based within the British Embassy Khartoum, but   working teams across all East Africa. The successful candidate will head up (and have line management responsibility for) the team working on strategic   programmes in Sudan and South Sudan (four LE Project Officers based in   Khartoum, Juba and Addis Ababa) and in charge of portfolio of circa £8m per   year. This funds a wide range of conflict prevention projects from small,   niche interventions to multi-year strategic investments. We are seeking a   flexible and experienced C4(L) Project Manager to provide strategic   leadership and oversee management of a complex portfolio of projects. The job   holder will work closely with colleagues within FCO, DFID and MOD staff in   Khartoum and Juba, as well as with other HMG staff across the region and   policy leads in London.
Roles and   responsibilities / what will the jobholder be expected to achieve?
  • The  jobholder will develop and maintain understanding of the UK’s strategic   objectives for Sudan/ South Sudan, and oversee the CSSF programme to deliver,   reporting into the Local Strategy Board.  Main elements are;
Programme Management of Conflict   Prevention and Stabilisation projects (40%)
  • Help  technical leads in the proactive development of project ideas
  • Coordinate   the production of Business Cases/Programme Documents, and the projects to be   implemented within each Programme.
  • Revise and   consolidate project proposals and coordinate revision and approval of the   policy teams.
  • Oversee   procurement in line with relevant HMG procurement procedures.
  • Manage 4   project officiers working in Khartoum, Juba and Addis.
  • Create and   maintain schedule of key programme delivery reports (risk register, lessons   learned, financial status and outcome achievements).
  • Regular   travel will be required within Sudan and to South Sudan.
Financial Management of Conflict   Prevention and Stabilisation projects (20%)
  • Consolidation of financial dashboardsfor the whole of   the pipeline of projects, including monthly spend and forecast.
  • Financial reporting back to the Strand Boards and Local   Strategy Boards, as well as London.
  • Monitoring of spend against Sudan and South Sudan   allocation for each year, and forecast of spend across multi-year programming.
Monitoring and Evaluation (30%)
  • Consolidation   of quarterly reports from implementing partners.
  • Coordination   of Mid Term, Annual Reviews and Project Completion Reports.
  • Reporting on   project monitoring visits
  • Quarterly   reporting on the delivery of the whole pipeline of projects, and achievement   against programmes for both Sudan and South Sudan.
Lead the Communications on our Conflict   Prevention and Stabilisation projects (5%)
  • Proactively maintain relationships and   communications virtually and with a number of different stakeholders within   the region.
  • Coordinating   timely targeted communications material on the projects and programmes for   teams at post and London.
Team Support and Learning and Development (5%)
  • As a member of the Regional Conflict and   Stabilitsation Programme Team and the teams at the British Embassy in Sudan   and South Sudan, provide ad hoc support to other team priorities
  • To undertake necessary training and development activities for the job
Experience in project management of at least 5   years. PRINCE 2 or any other Project and or Programme Management technical   expertise.
Experience working in conflict prevention human rights or stabilisation projects in international settings.
